Glimmermoor is the third village you visit in the Swamp of Wyrms. The quests and shops are only accessible if you're level 23 or higher.
Many people encounter a shortage of quests when being level 22. You should grind that level. Players can take the The Tiny Threat (Daily) quest, which get you close to the Necromancers' Academy (actually closer to the Teleport Master over there).
There are many shops in Glimmermoor including weapon, shields and consumable shops.
